O que a base de dados regista

Cada linha é um contacto internacional — visita presencial, chamada telefónica ou videoconferência — de um chefe de Estado, chefe de governo ou ministro dos Negócios Estrangeiros de um país africano, entre 1990 e 2025. Cada contacto é descrito por 59 variáveis em oito blocos: identificação do ator, o próprio evento, delegação e interlocutores, atividades à margem, substância das discussões, acordos assinados, ciclo de vida desses acordos, e avaliação, fontes e proveniência.

Campos públicos e campos de acesso restrito

O mapa interativo, os perfis de países e o ficheiro data.json descarregável incluem todos os campos exceto quatro: as notas livres dos codificadores, a identidade do codificador, o grau de confiança e os URL das fontes. Estes acompanham o conjunto de dados completo, que os utilizadores registados obtêm no Arquivo; são excluídos da cópia pública para proteger os codificadores e evitar que as ligações às fontes sejam extraídas fora de contexto.

Convenções de codificação

Datas — registadas como texto no formato norte-americano mês-dia-ano (MM/DD/AAAA); todas as datas de início e de fim estão bem formadas.
Valores em falta — uma célula vazia significa não aplicável ou não registado; nos campos condicionais «Se sim…», o vazio é o valor esperado quando a pergunta sim/não que os governa é «Não». O texto «N/A» assinala, nos campos do ciclo de vida dos acordos, as entradas sem acordo.
Portas e lógica de salto — muitos campos são portas sim/não que governam campos dependentes: quando a porta é «Sim», os campos associados são preenchidos; quando é «Não», ficam vazios.
Campos de escolha múltipla — os temas de discussão contêm uma ou mais categorias de um vocabulário controlado, separadas por vírgulas numa única célula; separe pela vírgula para os tabular.
Confiança e proveniência — cada entrada tem um grau de confiança e pelo menos um URL de fonte (até cinco), além do nome do codificador e da data de codificação.

Escala de confiança

Escala ordinal de cinco níveis que classifica a base probatória de uma entrada. A versão atual usa apenas os dois níveis mais elevados — Explicit (3 361 entradas) e Implied (1 019) no perfil v4.2; os três níveis inferiores estão definidos por completude e não são usados.

Limitações conhecidas

A cobertura é desigual entre regiões: o módulo da África Oriental é o mais aprofundado, a faixa da CEDEAO está completa e as Áfricas do Norte, Austral e Central estão representadas por menos Estados.
Apenas os dois níveis de confiança mais elevados ocorrem; Assumed, Guessed e Dubious estão definidos mas não são usados.
As datas do ciclo de vida dos acordos (assinatura, ratificação, entrada em vigor) só estão preenchidas para os poucos acordos que atingiram essas fases.
As fontes assentam em registos abertos da web: as listas de viagens da Wikipédia, a AFP e os documentos da ONU são os domínios mais citados; cada entrada tem, ainda assim, a sua própria ligação à fonte.
Subsistem algumas variantes de rótulos (por exemplo, as formas singular e plural de «Memorandum of Understanding»); são normalizadas versão após versão.
